INDIAN FOREST SERVICE EXAMINATION (IFS) , 2014
The Union Public Service Commission (UPSC) will hold preliminary screening test for the Indian Forest Service (IFS) Examination 2014 for recruitment to the Indian Forest Service Officers commencing from 24/08/2014. The pattern of the Indian Forest Service Examination 2014 has been changed and candidates for IFS Examination 2014 needs to appear in the Indian Civil Service Examination (Preliminary) 2014 for the same. Therefore candidates needs to apply for Indian Civil Service Examination 2014 to appear in Indian Forest Service Examination 2014
Age : Not less than 21 years and not more than 32 years as on 1st August 2014. The upper age is relaxable for SC/ST/OBC and certain other categories of candidates to the extent specified in the Notice.
Educational Qualification: Bachelor’s degree of any recognized university with at least one of the subjects namely Animal Husbandry and Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor’s degree in Agriculture, Forestry or in Engineering or an equivalent qualification.
Physical Standards: Candidates must be physically fit according to the Regulations given in notice.
Number of attempts: The maximum number of attempts permissible to different categories of aspirants, who are otherwise eligible, will be as (i) General Category – 6 attempts, (ii) OBC – 9 attempts (iii) SC/ST – No limit
Fee: Candidates applying (excepting Female/SC/ST/PH candidates who are exempted from payment of fee) for Civil Services (Preliminary) Examination are required to pay a fee of Rs.100/- either by depositing the money in any Branch of SBI by cash, or by using net banking facility of SBI, State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/ State Bank of Travancore or by using Visa/ Master Credit/ Debit card.

General Instructions:
1. Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of Admission Certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission. 2. Candidates are required to apply online only by using the website www.upsconline.nic.inBrief instructions for filling up the online Application Form have been given in Appendix-Detailed instructions are available on the above mentioned website.
3. The centres and the date of holding the examination as mentioned above are liable to be changed at the discretion of the Commission. Applicants should note that there will be a ceiling on the number of candidates allotted to each of the Centres, except Chennai, Dispur, Kolkattaand Nagpur. Allotment of Centres will beon the “first-apply-first allot” basis, and once the capacity of a particular Centre isattained, the same will be frozen.Applicants, who cannot get a Centre oftheir choice due to ceiling, will be required to choose a Centre from the remaining ones. Applicants are, thus, advised thatthey may apply early so that they could get a Centre of their choice.
4. Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers. For both writing and marking answers in the OMR sheet [Answer Sheet], candidates must use black ball pen only. Pens with any other colors are prohibited. Do not use Pencil or Ink pen. Candidates are further advised to read carefully the “Special Instructions” contained in Appendix-III of the Notice.
5. Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidate who are declared qualified by the Commission for taking the Indian Forest Service (Main) Examination will be required to produce proof of passing the-requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Indian Forest Service Main Examination. The applications for the Main Examination will be called sometime in the month of September/October, 2014 through on-line mode.

Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. The first Public Service Commission was set up on October 1st, 1926. However, its limited advisory functions failed to satisfy the people’s aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act 1935. Under this Act, for the first time, provision was also made for the formation of Public Service Commissions at the provincial level.The Constituent Assembly, after independence, saw the need for giving a secure and autonomous status to Public Service Commissions both at Federal and Provincial levels for ensuring unbiased recruitment to Civil Services as also for protection of service interests. With the promulgation of the new Constitution for independent India on 26th January, 1950, the Federal Public Service Commission was accorded a constitutional status as an autonomous entity and given the title – Union Public Service Commission The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and ten Members.The terms and conditions of service of Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969.The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.Under the Constitution one of the functions of the Commission is to conduct examinations for appointment to Civil Services/Posts of the Union. In addition, competitive examinations are also held by the Commission under arrangements with the Ministry of Defence for entry to certain Defence Services, through the National Defence Academy, Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy.The Commission usually conducts over a dozen examinations every year on an all India basis. Where the number of applicants is very large, it is not practicable to call for Interview all the applicants who fulfill the minimum eligibility conditions prescribed. The Commission, therefore, shortlist the candidates to be called for the interview on the basis of certain pre-determined criteria related to the job. A large number of recruitment cases is handled by the Commission by the method (1) above. The Recruitment Rules for a number of posts provide for appointment by Transfer on Deputation (including short term contract) and Transfer. When the field of consideration consists of Central Government as well as State Government officers, prior consultation with the Commission is necessary for selection of an officer. When the file for consideration is made more broad-based and consists of not only Central/State Government officers but also officers from Non-Government Institutions, the selection has to be made in consultation with the Union Public Service Commission.
